§ 91.16  LICENSING.
   (A)   It shall be unlawful for any person to own or keep a dog or dogs in the municipality without first obtaining a license for each dog. All dogs kept in the municipality shall be registered as to sex, breed, name and address of the owner and name of the dog. At the time of the registration the owner shall obtain a license tag for the dog and shall pay a fee of $5 for each dog.
   (B)   The license tag shall be valid for one year from the date of the issue. A new tag shall be obtained each year by every owner and a new fee paid.
   (C)   The license tag shall be fastened to the collar of the dog and shall be worn continuously, and the failure to have the tag so attached shall subject the owner or keeper thereof to the penalties provided herein.
   (D)   It shall be the responsibility of every dog owner to have all dogs over six months of age owned by him or her continuously protected against contracting rabies.
   (E)   Licenses shall be provided for purchase at the town office beginning January 1 and continuing through December 31 for each calendar year. After March 1 of each calendar year, a late fee will be assessed in the sum of $10 for any animal found to be unlicensed. Sale of licenses for the following year shall begin January 1 and end December 31 each year thereafter, licenses for the following year shall be obtained from the Clerk-Treasurer during the month of January for the following calendar year.
   (F)   In the event of the death of the licensed animal or sale, any license may be transferred to a new animal upon proper recording with the Clerk-Treasurer. All penalties assessed shall be passed through to the owner.
