(A) Inoperable motor vehicles which are on public property, a street or a highway, are hereby declared a nuisance.
(B) They shall be towed or otherwise dealt with by the Police Department in accordance with procedures set forth in Ch. 4, Art. II of Illinois Motor Vehicle Code, 625 ILCS 5/4-201 et seq., which is herein incorporated by reference, together with all future amendments thereto.
