No person shall secure electric energy or current by the use of some device where such electric energy or current, or some part thereof, is not measured through a village meter. If the village discovers any such device, it shall immediately disconnect services. Reconnection of the premises served by the bypass meter shall be made only upon the customer making restitution for electricity illegally diverted and the payment of a $750 reconnection fee in addition to any tap fees required.
