8-7-5: UNLAWFUL CONNECTIONS:

No person shall connect or cause to be connected to any drain carrying, or designed to carry, any waste from any toilet, sink, basement, septic tank, cesspool, industrial waste or any fixture or device discharging polluting substances, to any stormwater drain discharging directly into the Des Plaines River . (1965 Code §36.05)
