It shall be unlawful for any person, firm or corporation to hereinafter discharge, directly or indirectly, sanitary and industrial wastewater into the storm sewer system or storm sewer portion of the Village constructed as part of road improvements to Harlem Avenue, or Shenstone, Addison, Herrick, Cowley and Herbert Roads pursuant to such agreements with the Illinois Department of Transportation for grant assistance.
