All sewerage service connection installations and repairs shall be inspected, tested and approved by the Public Works Department and no such sewerage pipes shall be covered until they have been so inspected; provided, however, that the provisions of this section and section 8-7-3 of this chapter shall not apply to work done under the jurisdiction of the Board of Local Improvements.
