Any person, firm or corporation found guilty of violating, disobeying, omitting, neglecting or refusing to comply with or opposing the enforcement of any of the provisions of this chapter shall, upon conviction thereof, be subject to the penalty as provided for by section 1-4-1 of this code. A separate and distinct offense shall be regarded as committed each day on which such person shall continue or permit any such violation, or failure to comply is permitted to exist after notification thereof. In lieu of filing a complaint in court, the proper police officer or other designated officer may employ the compromise and settlement procedure as provided in section 1-4-6 of this code in full settlement, compromise and disposition of any claimed violation of this chapter.
