Any person who deposits or stores any rubbish or other waste materials, including junk cars and other heavy junk and trash items, on any lot or parcel of land in this village in violation of the provisions of this chapter, or who accumulates or otherwise disposes of any such rubbish or other waste materials in violation of the provisions of this chapter, or any person who collects, obtains, possesses or picks up recyclable materials placed for collection at the curbside for purposes of being collected in connection with the village's curbside recycling program, unless said person is an agent of a contractor duly authorized under contract with the village to collect recyclable materials within the corporate limits of the village, and any person who maintains a nuisance as defined in this chapter, upon any premises within this village shall be subject to a penalty as provided for in section 1-4-1 of this code for each such offense; and each day that such violation or nuisance continues shall be deemed as a separate offense.
