Any person who violates, disobeys, omits, neglects or refuses to comply with, or who resists any of the provisions of this chapter or any lawful rule, regulation or order of the Health Officer or Village Manager, or any police officer, made pursuant thereto, shall be subject to penalty as provided for by section 1-4-1 of this Code, except where other or additional penalties are specified elsewhere in this Code.
