Any person who shall violate or fail to comply with any of the provisions of this chapter, where no other penalty is prescribed, shall, upon conviction, be subject to the penalty as provided for by section 1-4-1 of this Code plus court costs for each such offense. In lieu of filing a complaint in court, the proper police officer or other designated officer may employ the compromise and settlement procedure as provided in section 1-4-6 of this Code in full settlement, compromise and disposition of any claimed violation of any provision of this chapter.
