6-2-8: IMPOUNDING:
   (A)   The Village Police Department shall designate a place for a Village pound, for the purpose of impounding dogs and other animals.
   (B)   Impounded animals shall be scanned for the presence of a microchip or other currently acceptable methods of identification. Upon the impounding of any dog or other animal, the Police Department shall notify the owner or keeper of such dog or other animal personally or by mail of such impounding, unless such owner or keeper is unknown and cannot be found. Notice shall be deemed served upon either being personally delivered to the owner or an individual at the owner's residence, or on the second day after mailing, if mailed.
The notice shall advise the owner or keeper that unless he or she applies for redemption of such dog or other animal, it may, at the expiration of a period of seven (7) days after the giving of such notice, be destroyed in a humane manner, may be offered for adoption, where appropriate, or may otherwise be disposed of by the place of impoundment as a stray animal.
A dog or other animal that is impounded because it is considered or is alleged to be dangerous or vicious, or because it has or is alleged to have bitten or injured or attempted to bite or injure any person or companion animal, or because it is suspected of having rabies, may be subject to a minimum period of impoundment or confinement as set forth in subsection 6-3-11(B) of this title and elsewhere in this title, and any notice shall advise the owner or keeper of such alternative procedures.
   (C)   Any dog or other animal impounded under the provisions of this title may be redeemed by its owner or keeper, upon payment by such owner or keeper to the Village or place of impoundment, of the following amounts, as applicable:
      1.   If a dog has not been licensed for the current year, then the amount of the license fee; and
      2.   If unable to present proof of current rabies inoculation, and registration, the cost for the rabies inoculation and registration; and
      3.   The cost of the boarding of the dog or other animal for the period it was impounded; and
      4.   The cost for any required examination by a licensed veterinarian.
   (D)   A dog or other animal not redeemed within seven (7) days after service of a notice of impoundment, or within seven (7) days of being impounded, if the identity of the owner or keeper is unknown or the owner or keeper cannot be located, may be destroyed in a humane manner and the body thereof incinerated; or, may be offered for adoption, where appropriate; or, may otherwise be disposed of by the place of impoundment as a stray animal in accordance with all laws that exist or may hereafter exist.
However, a dog or other animal that is impounded because it is considered or is alleged to be dangerous or vicious, or because it has or is alleged to have bitten or injured or attempted to bite or injure any person or companion animal, or because it is suspected of having rabies, shall be impounded or otherwise confined in conformance with subsection 6-3-11(B) of this title for a minimum of ten (10) days following service of a notice of impoundment. Any such dog or other animal that is impounded and not redeemed following the expiration of the minimum period of impoundment or confinement and before fifteen (15) days following service of a notice of impoundment, or within fifteen (15) days of impoundment if the identity of the owner or keeper is unknown or the owner or keeper cannot be located, may be destroyed in a humane manner and the body thereof incinerated; or may otherwise be disposed of by the place of impoundment as a stray animal in accordance with all laws that exist or may hereafter exist.
   (E)   Any dog or other animal considered to be or alleged to be dangerous or vicious, or alleged to have bitten or injured, or alleged to have attempted to bite or injure any person or companion animal, or that is suspected of having rabies, and that cannot safely be taken up and impounded, may be killed by a police officer.
