6-3-11: BITING, VICIOUS DOG; CONFINEMENT:
   (A)   The owner or keeper of any dog considered or alleged to be dangerous or vicious, or which has or is alleged to have bitten or injured, or attempted to bite or injure any person or companion animal, or is suspected of having rabies, shall, if deemed necessary by the Police Department and upon receipt of notice thereof, immediately deliver such dog to a police officer of the Village, who shall forthwith impound such dog, and any owner or keeper of a dog who shall upon demand of any police officer, fail or refuse to deliver such dog for impounding, shall be fined not less than twenty five dollars ($25.00) nor more than one hundred dollars ($100.00) for each offense.
   (B)   Any dog impounded because it is considered or is alleged to be dangerous or vicious, or because it has or is alleged to have bitten or injured or attempted to bite or injure any person or companion animal, or because it is suspected of having rabies, shall be confined, and securely chained, if necessary, for a period of not less than ten (10) days either in the facilities of a licensed veterinarian approved by the Village provided that the veterinarian shall hold and confine such dog subject to the direction and control of the Village and at the expense of the owner or keeper of the dog. Where a dog is considered or is alleged to be dangerous or vicious, or has or is alleged to have bitten or injured or attempted to bite or injure any person or companion animal, has been inoculated against rabies within the time prescribed by law prior to the alleged biting or attempt to bite, may be confined in the house of its owner or keeper, if in the judgment of the Police Chief or of a licensed veterinarian, such confinement will be accomplished in a manner that will prohibit such dog from biting any person for a period of ten (10) days. At the end of the ten (10) day confinement such dog shall be immediately examined by a licensed veterinarian at the expense of the owner or keeper, and a report of such examination communicated to the Police Chief.
