The Village Manager shall, on or about September 1 of each year, mail, by regular mail, postage prepaid, to each of the owners known to him a notice of the heating requirements established and set forth in Section 4-2-2 of this Chapter. The failure of the Village Manager to mail such notice or of any owner affected thereby to receive such notice shall not affect or otherwise limit the responsibility of the owner to comply with the provisions of Section 4-2-2 of this Chapter or the liability of such owner to be penalized, as hereinafter provided, in the event of a failure to so comply with these heating requirements.
