Any person who violates, disobeys, omits, neglects or refuses to comply with the provisions of this chapter shall, upon conviction thereof, be subject to the penalty as provided for by section 1-4-1 of this code for each offense, and a separate offense shall be deemed committed for each day that such violation shall continue. In lieu of filing a complaint in court, the proper police officer or other designated officer may employ the compromise and settlement procedure as provided in section 1-4-6 of this code in full settlement, compromise and disposition of any claimed violation of this chapter.
