The failure of any person to obtain an alarm system service permit, or to obtain an alarm user subscription permit, as required by this chapter; or to obey any order of the president and board of trustees suspending or revoking an alarm system service permit or an alarm user subscription permit; or to correct any other violation of the provisions of this chapter shall constitute an offense punishable, upon conviction, by the penalty as provided for by section 1-4-1 of this code. In lieu of filing a complaint in court, the proper police officer or other designated officer may employ the compromise and settlement procedure as provided in section 1-4-6 of this code in full settlement, compromise and disposition of any claim violation of this chapter.
