(A) The procedure for obtaining a license or permit for any purpose, including form of application and qualifications of applicant, and the effective date and conditions of issuance, shall be as prescribed by the particular ordinance or code provision requiring such license or permit, except that, unless otherwise specified in such ordinance or code provision, the fee for such license or permit and the date of expiration thereof, if any, shall be as set forth in section 3-1-6 of this chapter. Renewals of licenses and permits shall be subject to the same requirements and standards as are applicable to initial licenses and permits, and according to administrative procedures established by the village.
(B) No person who is in default to the village regarding payment of water and sewer charges, special taxes or assessments, parking and other village violation citations or judgments, motor vehicle tax, or any other taxes or fees that are due and unpaid by such person to the village shall be eligible to obtain a license or permit.
