§ 152.05 DESIGN REQUIREMENTS.
   (A)   Size. No sign shall be located or maintained in the village that exceeds 13 square feet of total display area and 6-1/2 square feet per any one display area; except that whenever this or another ordinance imposes a smaller size requirement, then such smaller requirement shall be applicable.
   (B)   Movement. No sign shall incorporate movement or the illusion of movement, except that pennants, streamers, banners, and other non-rigid displays designed to draw attention to a birth, birthday, welcome home, graduation or other special event are permitted for a 1-week period.
   (C)   Illumination. External illumination shall be installed so that the light source does not illuminate adjoining or adjacent premises. No external light source shall be located or arranged so as to cause confusion or a hazard to traffic or conflict with traffic.
   (D)   Maintenance. All signs shall be maintained in a good condition, and in accordance with standards as determined by the Village Council from time to time.
   (E)   Home Service Signs. Signs on trash bins, mechanical equipment or other devices serving any premises shall be screened from view of any public right-of-way and adjoining private property.
