No applicant shall be entitled to receive nor shall the Building Commissioner issue thereto a permit to erect, move, adapt or use any building or structure in the Village for which frontage consents are required until the applicant shall have first filed the prescribed consents, nor until such consents are verified and notice of the application has been given in the manner required by the laws of the Village.
