All plans providing for expenditure of five thousand dollars ($5,000.00) or more must be certified by a licensed architect. It shall be unlawful for any architect or other person permitted under the Illinois law to make plans, to prepare or submit to the Building Commissioner for the Building Commissioner's approval any final plans for any building or structure which do not comply with the structural requirements for such building or structure.
