In all cases where licenses are required to be procured, such license shall be granted by the president, and attested by the clerk, except where provision is expressly made for the granting of licenses by some other officer of the village. The president shall also have power to revoke any license granted for any violation of any provision of this code relating to the license or the business or occupation licensed, or for any violation of the terms or conditions upon which the license was granted.
