In addition to the specific prohibitions contained in this Chapter, no person shall unreasonably make, continue or cause to be made, continued or permitted, any "noise disturbance", as defined herein. This Section shall not apply to noncommercial public speaking and public assembly activities conducted on any public space or public right of way, for which a permit has been obtained.
