No person, firm or corporation, or any agent or employee thereof, shall keep for sale, offer for sale or exchange or shall sell, or deliver or expose for sale, any drugs not conforming to the rules and standard of United States Pharmacopoeia, or any water or liquids or foods which shall be impure, unwholesome or adulterated or to which any harmful or injurious foreign substance has been added.
