Every butcher, grocer and milk dealer and their agents shall allow the parties authorized by the Health Commissioner to freely and fully inspect their cattle, milk, meats, fish, vegetables and other provisions held, offered or intended for sale, and shall to the best of their knowledge answer all reasonable and proper questions asked by such inspector relative to the condition thereof, and to the places where such articles may be.
