It shall be the duty of every person knowing of any fish, meat, fowls, birds or vegetables being bought, sold, offered for or held for sale as food for human beings, or being in any public or private market in said Village, and not being sound, healthful or wholesome for such food, to forthwith report such facts and the particulars relating thereto to the Health Commissioner.
