The Inspector of Weights and Measures shall prepare a tabulation of fees to be paid by the owner of any of the aforesaid instruments for the inspection and sealing of the same, and such fees, when approved by the Board of Trustees, shall be paid by said owners before the issuance of the certificate provided for in and Section 3-3-5 hereof.
