All sewers and drains in any of the streets, alleys, avenues or public places of the village shall be under the charge of the president of the village and the committee on sewer and water, and they shall be kept in good order and condition, and clean and free from obstruction and such repairs shall be made from time to time of sewers, drains, receiving basins, culverts and openings connected therewith as may be determined from time to time by the president and board of trustees of the village.
