Any cartman or other person who shall break or otherwise injure any foot path or sidewalk, he or they shall within twenty-four (24) hours thereafter cause the same to be well and sufficiently repaired and mended under the direction of the said Engineer, and to his satisfaction under the penalty of ten dollars ($10.00).
