No person shall drag any wheel or wheelbarrow or saw any wood or lay or place any wood, coal, or other thing or any other article whatsoever upon any street, sidewalk or other public place, except in accordance with the provisions of this Chapter, under the penalty of not less than five dollars ($5.00) for each offense.
