No person shall while receiving or delivering goods, wares or merchandise, permit the same to remain on any sidewalk or in any street longer than two (2) hours, and for this purpose he shall occupy only so much of the outer edge of the sidewalk in front of his store or building as will leave an unoccupied space of four feet in width of such sidewalks free from skids and obstructions of every character for the use of pedestrians.
