3-1-15: CELLAR DOORS:
Any person who shall keep or leave open any cellar door, or grating of any vault on any highway or sidewalk, or suffer the same to be left open or kept open, or who shall suffer any sidewalks in front of his premises to become or continue so broken as to endanger life or limb, shall be subject to a fine not exceeding fifty dollars ($50.00) in every case. It shall be the duty of said engineer and all policemen to take note of all defects in sidewalks, and when out of repair notify owners or occupants of the premises in front of which said are, and also report the same to the Board of Trustees, and see to the enforcing of the provisions of this Chapter.
