Whenever the owner or occupant of any lot in the Village shall be notified by the Engineer to raise, lower, repair or relay any sidewalk in front of, adjacent to, or upon any premises owned or occupied by him, it shall be the duty of such owner or occupant to cause the said improvement to be made in the manner and within the time prescribed by the said Engineer. If any such owner or occupant shall neglect or refuse to comply with any such requirement he shall be subject to a penalty of not less than one dollar ($1.00) nor more than ten dollars ($10.00) for each day's neglect.
