Every opening in any vault or coal hole or aperture in the sidewalk over said coal hole or vault shall be covered with a substantial iron plate with a rough surface to prevent accidents, and the entire construction of said coal holes and vaults shall be subject to the directions and supervision of the Engineer or such other person as the Board of Trustees may designate.
