No person shall in any manner obstruct the use of any fire hydrant, or have or place any material in front thereof or within five feet (5') from either side thereof. Any person violating this section shall be subject to a penalty of not less than fifty dollars ($50.00) nor more than five hundred dollars ($500.00) for each offense, and any and all material or property found as an obstruction as aforesaid may be forthwith removed by the personnel of the emergency medical services division and/or fire operations division, and at the risk, cost and expense of the owner or claimant.
