The director of emergency services or other officers of the emergency medical services division or fire operations division in command may prescribe limits in the vicinity of any fire or other emergency, within which no person excepting those who reside therein, firefighters, paramedics, police officers and those admitted by any officer of the emergency medical services or fire operations divisions, shall be permitted to enter.
