Any member of the police department who shall neglect or refuse to perform any duty required of the member by the provisions of this code or who shall in the discharge of official duties be guilty of any fraud, favoritism, partiality, extortion, oppression, or wilful wrong and injustice, shall pay a fine of not less than two hundred fifty dollars ($250.00) and not exceeding five hundred dollars ($500.00) for each offense, the prosecution for such offense to be conducted as in other cases of violation of any local ordinance.
