The police department of the village is hereby established and shall be known as the "police department of the village of River Grove". It shall consist of a director of police, deputy director of police and such lieutenants, sergeants and such other officers and personnel as shall be determined by the president and board of trustees in the annual appropriation ordinance. All full time members of the police department shall be appointed by the board of fire and police commissioners of the village, in accordance with law, except that the director and deputy director of the police department shall be appointed by the corporate authorities as provided by ordinance.
