It is hereby declared to be a nuisance for any person to so negligently maintain his property or premises, whether vacant or improved, so as to render it unwholesome or disagreeable to the neighbors, or to constitute what is legally defined as an "attractive nuisance" through the existence of which children of tender years may or might be attracted and become injured or otherwise hurt, maimed, or mentally disordered.
