11-2-3: ZONING INSPECTIONS:
   A.   Inspection Required: It shall be unlawful to sell a nonexempt housing unit located within River Forest special service area number one unless a zoning inspection has been conducted and a zoning certificate of occupancy has been issued not more than sixty days prior to the sale closing for such property.
   B.   Conduct Of Inspection And Issuance Of Certificate: After payment of the transfer tax imposed by this chapter, the department of public works shall, within a reasonable time, conduct a zoning inspection of the particular housing unit or units at a time and date mutually established by the seller and the department. Thereafter, in conformity with section 10-23-1 of the River Forest zoning code, the department shall promptly issue a zoning certificate of occupancy which states compliance with the zoning code and any item of noncompliance or nonconformity. Zoning inspections are subject to the search provisions of title 4, chapter 14 of this code.
