1-3-2: DEFINITIONS:
Whenever the following words or terms are used in this code, they shall have the meanings herein ascribed to them, unless the context makes such meaning repugnant thereto:
   ACTION: Shall include suits, prosecutions and all judicial proceedings.
   BOARD: The board of trustees of the village of River Forest, Illinois.
   COMPUTATION OF TIME: The time within which any act provided by law is to be done shall be computed by excluding the first day and including the last, unless the last day is Sunday or a legal holiday, and then it shall also be excluded. If the day succeeding such Sunday or holiday is also a holiday or a Sunday, then such succeeding day shall also be excluded.
   COUNTY: Cook County in the state of Illinois.
   FISCAL YEAR: The fiscal year of the village shall begin on May 1 of each calendar year.
   GENDER: Words importing the masculine gender shall include the feminine and neuter.
   HOLIDAYS: As used in this code, the following days are considered holidays: New Year's Day, Martin Luther King, Jr. Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Thanksgiving Day, Christmas Day.
   IN THE VILLAGE: The words "in the village" or "within the village" shall mean and include all territory over which the village now has or shall hereafter acquire jurisdiction for the exercise of its police powers or other regulatory powers.
   JOINT AUTHORITY: Words purporting to give a joint authority to three or more public officers or other persons shall be construed as giving such authority to a majority of such officers or persons.
   MONTH: A calendar month.
   NUMBER: Words importing the singular number may extend and be applied to several persons or things and words importing the plural may include the singular.
   OATH: The word "oath" shall be deemed to include an affirmation and the word "sworn" shall be construed to include the word "affirmed".
   OCCUPANT OR TENANT: The words "occupant" or "tenant" applied to a building or land means any person who holds a written or an oral lease of or actually occupies the whole or a part of such building or land, either alone or with others.
   OFFICER: Whenever the title of any village officer is used, it shall be construed as if the words "of the village of River Forest" followed it.
   OFFICIAL TIME: Central Standard Time shall be the official time within the village for the transaction of village business; provided, that daylight savings time shall be used from the last Sunday in April to the last Sunday in October; provided, that the date and time for advancing and retarding the time shall be the same as that of the city of Chicago. All legal or official proceedings of the village board and all official business of the village shall be regulated as to time in accordance with the provisions of this definition. When by ordinance, resolution or action of any municipal officer or body, an act must be performed at or within a prescribed time, it shall be performed according to the "official time" as herein described.
   OR, AND: "Or" may be read "and", and "and" may be read "or", if the sense requires it.
   OWNER: The word "owner" applied to a building or land shall include any part owner, joint owner, tenant in common, joint tenant of the whole or a part of such building or land.
   PERSON: Any individual, partnership, corporation or any city or state or any subdivision thereof; and includes any trustee, receiver, assignee or personal representative thereof.
   PERSONAL PROPERTY: Includes every species of property, except "real property" as defined in this section.
   PRECEDING, FOLLOWING: The words "preceding" and "following" mean next before and next after, respectively.
   PRESIDENT: The president of the village of River Forest.
   PROPERTY: Shall include real and personal property.
   REAL PROPERTY: Shall include lands, tenements and hereditaments and shall embrace all chattels real.
   SEAL: The seal of the village of River Forest.
   SIDEWALK: That portion of a street between the curb lines, or the lateral lines of a roadway and the adjacent property lines, intended for the use of pedestrians.
   STATE: The state of Illinois.
   STREET: The entire width between property lines of every way or place of whatever nature when any part thereof is open to the use of the public, as a matter of right for purposes of traffic.
   TENSE: Words in the present tense include the future.
   VILLAGE: The village of River Forest in Cook County, state of Illinois, except as otherwise provided.
   WRITTEN, IN WRITING: These terms may include printing and any other mode of representing words and letters, but when the written signature of any person is required by law to any official or public writing or bond required by law, it shall be in the proper handwriting of such person, or in case he is unable to write, by his proper mark.
   YEAR: A calendar year, unless otherwise expressed. (1981 Code; amd. Ord. 3173, 10-23-2006)
