8-13-4: PERMITS:
No person shall conduct, operate, present, manage, or take part in the following activities in a park, unless a permit is obtained from the director prior to the activity:
   A.   Any athletic field used for more than eight persons. The River Forest park district athletic field use policy is expressly incorporated by reference into this chapter as if fully stated herein.
   B.   Any picnic, outing, or gathering sponsored by any persons or organization, or composed of twenty or more persons.
   C.   Any fundraising activity, organized sporting event, fair, children's program or camp, ceremony, dramatic or musical performance, motion picture, radio or television broadcast, or public meeting, assembly or parade, including, but not limited to, rallies, picketing, marches, or political meetings.
   D.   Sell or offer for sale any goods or services.
   E.   The use of any park or facility by a certain person or group to the exclusion of others.
Permits are not transferable without written consent of the director, and fees paid are nonrefundable.
Permits must be applied for at least four weeks in advance of the event, but no permit shall be issued in excess of twelve weeks prior to the date of the event.
No person in a park or on park premises shall refuse or fail to produce and exhibit any written permit if he claims to have upon request of any law enforcement officer, authorized park district representative, or employee who wishes to inspect the permit for the purpose of determining that the provisions of this chapter have been complied with.
