The individual conducting the sale and the owner or tenant of the premises on which such sale or activity is conducted shall be responsible for the maintenance of good order on the premises during such sale. In the event good order is not maintained or the sale shall violate any of the provisions of this Chapter, the person violating the provisions of this Chapter shall be subject to the penalties provided by this Code.
