Any licensee who has ceased to do business at the premises for which he has obtained a local liquor license hereunder, or closes his place of business for a period of thirty successive days or longer without written permission from the local liquor commissioner, shall be subject to having its local liquor license declared forfeited and lapsed by order of the commissioner.
