8-3-1: DEFINITION:

For the purposes of this chapter, "owner" means a person having a right of property in a dog, or who keeps or harbors a dog, or who has a dog in his care, or acts as its custodian, or who knowingly permits a dog to remain on or about any premises occupied by him. (1981 Code)
