7-8-1: OWNER AND TENANT RESPONSIBILITIES:
   A.   Responsibility: It shall be the responsibility of the owners of new and existing multiple-family dwellings, which are buildings designed for or occupied by more than one family, within the Village to supply and install smoke detectors in each such dwelling unit as hereinafter provided. Said smoke detectors shall be capable of sensing visible or invisible products of combustion and provide a suitable audible alarm. All smoke detectors required shall be either battery-powered or 110 volt A.C. and shall comply with the requirements of the Underwriter's Standard U.L. 217 as written as of the date of adoption of this Chapter.
The owner shall be responsible for supplying, installing, testing and maintaining detectors in common areas. It shall be the responsibility of the tenant to provide and maintain functional batteries for each detector, test and maintain detectors within dwelling units and to notify the owner or authorized agent in writing of any deficiencies. The owner shall be responsible for providing each tenant with written information regarding detector testing and maintenance.
   B.   New Construction: In any building constructed after the passage of this Chapter for which smoke detectors are required, smoke detectors shall be installed at the time of construction and must be 110 volt A.C. hard-wired.
   C.   Compliance: In all multiple-family dwellings, smoke detectors shall be installed within six months after passage of this Chapter.
