It shall be unlawful for any person to engage in the business of installing, keeping or maintaining vending machines within the Village without first having obtained a license in accordance with Title 3. It shall be unlawful for any person to install, keep, maintain or use, or permit the installation, keeping, maintenance or use of upon his premises, any vending machine owned or operated by a person who has not obtained a license as herein provided.
