No person shall transport garbage, refuse or ashes or cause the same to be transported over the streets or other public ways in the village, unless such garbage, refuse and ashes being transported are entirely and securely covered; garbage shall not be transported over or along the streets of the village or other public property thereof, except in a liquidtight bed approved by the director of public works.
