6-3-9: ACCUMULATION OF WASTE ON PREMISES; FREQUENCY OF REMOVAL:
   A.   No person shall permit any garbage, refuse and ashes to accumulate on his premises except in covered waste containers or except as otherwise provided in this chapter. Yard wastes may be left on site for the sole purpose of mulching or composting provided such composting operation is properly maintained so that it does not create a "nuisance" as defined in chapter 8 of this title.
   B.   All commercial and industrial establishments, and all apartments or other buildings occupied by more than three family units shall remove or cause to be removed all garbage, refuse and ashes at least once each seven days, or more often if necessary, to protect the health and safety of the inhabitants of the village. Such properties may utilize the yard refuse disposal services as provided through the village's waste disposal contractor but are responsible for making specific collection arrangements directly with said contractor.
