6-3-8: DISPOSAL OF WASTES OTHER THAN BY COLLECTION:
   A.   Open burning of leaves and of garbage and refuse is prohibited upon any private lot or upon any public ground within the village limits.
The prohibition contained in this subsection A shall not apply to any person or entity who (which): 1) has a current permit from the county and state to conduct a "controlled burn" of landscaping; 2) has written approval from the fire department specifying the time(s) and conditions of such activity; and 3) has circulated the following notice to properties within one hundred feet of the proposed burn area:
Please be advised that a controlled burn of landscaping will be conducted on the premises at       on      ,       at       a.m./p.m. Dense smoke may be emitted from the burn area during the indicated times.
Such notice shall be circulated at least twenty four hours in advance of the proposed activity. (Ord. 2962, 4-8-2002)
   B.   Garbage and other combustible wastes may be disposed of within the building where it is accumulated or within a closed building accessory thereto situated on the same premises, by complete incineration of such garbage or waste in such manner as to create no noxious odors, smoke or other nuisance, or by grinding or shredding such waste finely and disposing of it through pipes leading to a public sanitary sewer. All garbage or combustible matter disposed of in pipes leading to a public sanitary sewer shall have been ground or shredded to such a degree that all particles are carried freely under the flow conditions normally prevailing in the sewers into which such is deposited, with no particle greater than one-half inch in any dimension. All incinerators or grinders used for such disposal of wastes shall be approved by the director of public works. (1981 Code)
   C.   Grass clippings, leaves, tree trimmings or any other yard or landscape waste shall not be deposited in any street, alley or other public place, except leaves may be deposited in the street adjacent to the curb from September 15 through November 30. (Ord. 3303, 9-14-2009)
