If any provision of this chapter or the particular application thereof shall be held invalid by any federal or state law, ordinance, or regulation, or by any ruling or directive by any administrative agency, regulatory body, or court of competent jurisdiction, the remaining provisions and their application shall not be affected. It is the legislative intent of the village that this chapter would have been adopted if such illegal provision had not been included or any illegal application had not been made.
