Grantee's rates shall be uniform throughout the franchise area; provided, however, that this section shall not prohibit a grantee from offering discounts for its programming, installation, or other services in accordance with applicable law. A grantee shall not, in its rates or charges, or in the availability of the services or facilities of its cable system, or in any other respect, discriminate against any person, however, a grantee may offer promotional discounts in order to attract or maintain subscribers provided that such discounts are offered on a nondiscriminatory basis to similar classes or types throughout the village.
